Debbie Harrington is a passionate mother, experience leader, and community and education advocate. She has a doctorate in education with emphasis in Innovation and Organizational Leadership. She is a retired U.S. Army Colonel with 25 years of executive leadership in multi- national strategic planning, transformational change, organizational culture and structure and congressional budget programming and execution. After retirement Debbie changed her career institution, but not career commitment. She began to serve the community from a church administration platform where she led major construction projects and managed multiple ministry and community development initiatives. As a board trustee she was able to help progress the church financially and build a collaborative community structure. Currently she is the Deputy Director in the Division for the Visually Impaired where she has embarked on reforming education and employment services. Debbie is a masterful programmer who has codified billion dollar budgets, personnel management structures and support services with innovative leadership.
Debbie serves her community as a Democratic Regional District Vice Chair, Trustee for Delaware State University, and member of Women United, United Way Delaware. After three years, Debbie recently turned over her seat as a State Commissioner where she was able to influence employment opportunities for people with disabilities. After eight years she termed out as a member of the Delaware State Vocational Rehabilitation Council (VRAC) for Blind and Visually Impaired where she championed equal education, career/college transition, and employment.
Although she keeps them private, writing songs and stories is Debbie’s favorite pass time. When there is time she gets away with family to enjoy sightseeing, visiting family and watching old movies.
Debbie is one of nine children originally from a small community in Portsmouth, VA before she left to join the military and settled in Middletown, DE. She is the wife of the distinguished Robert Harrington and mother of two beautiful young ladies, Christy and Elizabeth, and one handsome young man, Jeffery.
